Use a variety of information systems and automation tools in the completion of the tasks. Systems include: Automated Time and Attendance Production System (ATAAPS) , Defense Civilian Personnel Data System (DCPDS), Defense Civilian Pay System (DCPS), FMS-Web, GFEBS, PROBE Program Optimization and Budget Evaluation, and RCAS Total Army Personnel Database – Reserve (TAPDB-R). Perform research and analysis on various Force Management structure changes and provide a monthly report detailing impact structure changes will have on current personnel, identifying requirements for workforce shaping actions and potential impact to program areas such as training requirements, recruiting and retention, and performance management. Perform research and analysis on human capital needs, including, but not limited to performance management, awards, benefits, civilian training, and leader development; and provide a monthly report detailing findings and recommendations on how to shape human capital planning in associated program area. Provide updates to portions of the document based on changes. Document, track, and analyze personnel information to assist CPMO in human resource planning, such as succession planning and workforce development. Update and maintain data ensure all personnel information, education, and training reports are current and accurate. Serve as the quota manager for Civilian Education System (CES) training for the Army Reserve to include training requirements identification, requirements consolidation, identification of attendees, notification, training participation follow up, and documentation of total training accomplished. Provide a monthly report analyzing civilian education quota utilization, training needs assessments, competency gaps, and the effectiveness of civilian training programs and civilian leader development programs. Consolidate FY training program accomplishments upon completion of the current FY training program and analyze data to provide training quota recommendations for the following fiscal year. Analyze current internal and external focus areas, surveys, and initiatives. Research relating to CES subjects Expanded acculturation, sponsorship, mentorship, on-boarding, career program management, developmental assignments, private vendor training opportunities, training needs assessments, assessment of proficiency levels for positions, and Human Resources (HR) liaison training opportunities. Provide monthly report of findings. Perform budget analysis considering current command structure but also analyze budgetary impact for implementation of future changes to the command structure. Provide an analysis of the budget implications of standardization of civilian personnel classification and organizational design across the footprint. Perform an analysis of civilian personnel pay execution trends and propose solutions to build requirements and maximize civilian personnel pay execution in accordance with the command's current hiring strategy and future changes to the command structure. Perform budget analysis on non-civilian pay execution trends and propose solutions to effectively manage program execution. Perform an analysis of civilian personnel pay execution under specified Management Decision Packages (MDEPs) / Program Evaluation Groups (PEGs) to provide expenditures and trends, and to identify potential excesses and/or shortfalls in the programs, MDEPs, and/or Operating Budgets. Provide a forecast of future manpower, training, and budget requirements based on current and future changes to manpower and budgets on a quarterly basis. Provide training to personnel within CPMO on how to use the CPMO SharePoint page, how to update information, and troubleshoot issues that users have using the SharePoint page. Grant and manage the CPMO SharePoint page access and permissions. Review information on the CPMO SharePoint page and ensure Information Security (no PII) is maintained that content is current, and accurate information is maintained. RequirementsSeven (7) years experience in Civilian Human ResourcesFive (5) years experience in a DoD Staff EnvironmentOne (1) year experience in the development and coordination of publications to include Operations Orders, Briefings, Decision Making briefs, and functional working group actions. One (1) year experience with performing analysis of force structure initiatives and their effects to the overall force.One (1) year experience in the use of automated information systems and databases relating to Army Civilian Human Resources (or DoD equivalent), Force Management, and BudgetOne (1) year of experience assessing training needs and evaluation of capability gapsOne (1) year experience with organizational design and force management structure changesOne year experience with the design and content management of SharePoint pagesOne (1) year experience with the Army Planning, Programming, Budget, and Execution (PPBE) process
